How to Start an LLC in Appleton, Wisconsin (2026 Guide)

Appleton anchors the Fox Cities, one of Wisconsin’s fastest-growing regions, with a strong base of manufacturing, health care, and professional services. Your LLC is formed at the state level like anywhere in Wisconsin — but Appleton has one twist most guides miss: the city sits in three counties, and your sales tax rate depends on which one your address is in.

Step 1 — Decide your structure

An LLC is one option for an Appleton business. It generally separates company obligations from an owner’s personal obligations, but personal guarantees and other exceptions can still matter. Compare tax treatment, recordkeeping, and costs with a sole proprietorship or corporation. A single-owner LLC and a multi-member LLC have different planning needs; discuss the choice with a qualified adviser if you are unsure.

Step 2 — Check your name

Your LLC name must be distinguishable from every business already registered with the Wisconsin DFI and must include “LLC,” “L.L.C.,” or “Limited Liability Company.” Test your exact name, the root word, and obvious variations with our Wisconsin business name check, then search the USPTO for federal trademark conflicts before you order signs or a domain.

“Fox Cities,” “Fox Valley,” and “Appleton” are common in local business names — add a distinctive word so your name stands apart.

Step 3 — Choose a Wisconsin registered agent

Every Wisconsin LLC needs a registered agent with a Wisconsin street address who is available during business hours to accept legal papers and state notices. You can serve as your own agent, but that address is listed on your public DFI record. Wi Filings serves as registered agent from our Milwaukee office and forwards legal documents the same business day. Your principal office is a separate entry on your filing.

Step 4 — File the Articles of Organization

The Wisconsin DFI charges $130 to file Articles of Organization online. Wi Filings files for $209 all-in, which includes the state fee, a standard operating agreement, and your first year of registered agent service. We submit within 1–3 business days.

Step 5 — Get your EIN

An EIN is required in situations such as hiring employees and for many multi-member LLCs; banks may also request one. The IRS issues EINs for free. Wi Filings offers EIN application assistance for $49. Most eligible applications are delivered within 24 hours, Monday–Friday, after the required information and authorization are complete.

Step 6 — Register with the Wisconsin DOR

If you sell taxable goods or services, or you will have employees, register through the Wisconsin Department of Revenue’s Business Tax Registration. Appleton spans Outagamie, Calumet, and Winnebago counties. Addresses in the Outagamie and Calumet parts pay 5.5% (5% state + 0.5% county); addresses in the Winnebago County part pay 5.0%, because Winnebago has no county sales tax (per the Wisconsin DOR’s county tax table).

Step 7 — Appleton licenses and permits

Sales tax5.5% in the Outagamie and Calumet parts · 5.0% in the Winnebago part

These are general sales-tax rates for the locations described. The applicable rate depends on where a taxable sale is sourced and any special rules. Check the Wisconsin DOR rate guidance for your transaction.

Appleton licenses specific activities rather than every business. The City Clerk’s list includes:

  • Alcohol beverage licenses, temporary Class “B” beer/wine, and operator/bartender licenses
  • Charitable and commercial solicitation
  • Cigarette, tobacco, and vaping retail
  • Pawnbroker/secondhand article dealers and salvage dealers
  • Taxicab/limousine companies and drivers
  • Mechanical amusement devices, pet stores/kennels, and mobile home parks
  • Seasonal sales: Christmas trees, fireworks, farmers markets, and close-out sales

Unlike many Wisconsin cities, Appleton runs its own Health Department, which licenses restaurants and retail food, transient food service, tattoo and body art, hotels and short-term rentals, and pools.

Step 8 — Working from home in Appleton

Appleton’s zoning code allows home occupations run by a resident family member that stay “incidental and secondary” to the home. If your business will operate from an attached or detached garage, you need a Home Occupation application, and the limits include:

  • No more than one non-resident employee
  • One non-illuminated wall sign of 2 square feet or less
  • No more than 10 clients a day and 2 at a time, with off-street parking for them
  • No more than 300 square feet or 30% of the floor area, whichever is less

For a home office inside the house, confirm the current rules with Planning at (920) 832-6468.

Step 9 — Open a business bank account

Keep business and personal money separate and ask your chosen bank which documents it requires. Common requests include filed Articles of Organization, EIN confirmation, and an operating agreement. Compare account fees and service needs with local banks and credit unions.

Step 10 — Calendar Wisconsin’s compliance

  • DFI annual report: due every year by the end of your LLC’s anniversary quarter, starting the year after formation. $25 online on your own, or $75 with Wi Filings.
  • DOR returns: sales tax and withholding on the schedule the DOR assigns you.
  • Appleton licenses and permits: many local licenses renew annually — note each renewal date.

If an annual report is missed, the LLC shows as delinquent on its public record. Here’s how to get back in good standing, or let us handle it every year for $169 with our Registered Agent + Annual Report package.
